David’s work with Bay Area and California payment system policy, planning, implementation and operations spans the realms of tolling, transit and road usage charging. Key projects where David has gained this experience include the development and implementation of the 23-agency Clipper fare payment system, fare policy development for San Francisco Treasure Island, converting the Golden Gate Bridge to all-electronic tolling, and monitoring and supporting procurement of the Bay Area FasTrak Regional Customer Service Center. Through his work David has gained an understanding of the policy, implementation and operational challenges and opportunities presented by multi-agency payment systems.
